In my point of view, IIT Dhanbad is better as it is an institute of national importance, whereas the BITS Pilani is no less than it, but being a government institute it will have some of its own reputation, which makes your education much worth it there. But, BITS Pilani can compete against some institutes of national importance, so think and decide wisely. All the best.

Exam pattern is the same for all the subjects taken by the UGC NET. There is no subject under NTA UGC NET which will follow the different exam pattern. For Political Science also NTA will have the same exam pattern. Previously exam was conducted in three Paper. NTA UGC NET has changed the exam pattern from July 2018.
