Andhra Pradesh EAMCET is an entrance exam conducted to get admissions in engineering colleges organized by the Andhra Pradesh State board. The cutoff rank for Civil engineering in JNTU, Kakinada is 3.5k. But your rank is around 7k which is very high. So you probably can't get in JNTUK. The eligibility criteria for LLB is having 45-50% marks. If you convert CGPA and meet this score, it's okay. Otherwise, you can do 5 year LLB on the basis of class 12th score, but you need percentage and not CGPA.
