I.I.T Delhi does not offer M.C.A. Only I.I.T Roorkee does and it conducts its own exam for admission called IIT JAM.
The forms are available and exam is on 10 February 2013. Following is the link for JAM 2013 Brochure-

Since you haven't mentioned which type of institute you wanna start.
Given Below is the Procedure to Open an Educational Institution in india.
1) in case of school you need to gain affiliation from School Education Board, such as CBSE, ICSE or state Board.
2) In case of college,You need to get affiliation with any university for providing degree and you need to get approval and recognition from apex bodies such as AICTE (for engineering college), MCI (medical college), DCI (dental college) etc. and abide by their norms for the construction and physical infrastructure of your college.
