This varies from institute to institute. A few colleges pay stipend to the selected candidates of UR, SC, ST, and OBC category p.m. No stipend is paid to in-service candidates and candidates under Foreign National Category.
For eg:- At Indira Gandhi Institute of Development & Research, M.Phil/PhD students receive a monthly stipend of Rs.12,000/- in the first two years. Those students, who fulfill the terms and conditions for PhD registration, would receive a monthly stipend of Rs.18,000/- after PhD registration in the third year.
Similarly, candidates admitted to the M.Phil courses at National Institute of Mental Health and Neuro Sciences will be paid stipend of '12000/- per month during the course of two years.

You have not shared your academic details or the course you wish to pursue.
However, the Maharashtra government has given the domicile certificate requirement a thumbs down for securing admission to a professional course (including MBA and PGDM) in the state. In a communique, the state government has declared that even a birth certificate or a standard class X passing certificate belonging to the state will serve as proof of domicile for those applying to professional courses through the state quota.
Even the Maharashtra's Directorate of Technical Education, has withdrawn a controversial rule that sought to restrict admissions to courses such as engineering and pharmacy to students who could demonstrate that they and their parents had been born in Maharashtra. Instead, the state will allow all students with so-called domicile certificates to appear for exams.
