Mat 2015 result will be declared soon in end of February(tentatively). So you can wait for a week or two and till then you can prepare for GD & PI. When the results will be out, colleges will be setting their cut off and accordingly you can apply.

Getting a University transfer (changing university with a course in continuity) is a difficult and a rare option as compared to the change of colleges under the same University. Definitely the value of such a course is always questionable and may lead to identity issues for the course recognition in the market.
Still I would suggest you to first contact the University where you plan to take the transfer and inquire whether such provisions are available or not based on which you may then decide further.
