Hello Poonam, According to NET exam guidelines, candidates who have qualified the post-graduation or are in the qualifying year of Masters can appear for the UGC NET exam. As you are in the first year of M.Com. , you can take exam in July 2019. But remember that you have to score minimum 55% aggregate marks in Masters' to be a researcher or lecturer through the UGC NET exam. Other than these, railway releases vacancies each year for both 12th and graduates. Also, each state releases its own vacancies several times a year. So it means there are several options available. Of course, it is possible!
I would recommend NID Ahmedabad for a course in Apparel design and Merchandise. NIFT doesn't offer a PG course in fashion design but they do offer a course in Fashion management and Masters in Design if that interests you. You can definitely try for the diploma course there if you could fit in the age category.
