Hey Ashwani,
Chandigarh Engineering College (CEC) is a good college to pursue engineering. It has a good placement record as well as average overall rankings. You can proceed with the admission in the college. However there are even better options available which you should go for. If you are eligible for CEC then you can also apply for some other better colleges if you want and may also avail scholarships. Giving you a few suggestions -

Dear Vansh, if the universities have explicitly mentioned that they require mathematics then I am afraid you are not eligible. If you had mathematics as an optional subject I will advice you to write to the universities, drop them an email asking if they will accept and what is the mini marks requirement.
Best Wishes

IELTS comprises of 4 sections : Reading, Writing, Speaking and Listening.
If you have studied in English Medium then this test is not at all difficult.
If you ask me, I would say no preparation is required for that.
Just watch YouTube videos to understand the pattern. You can't prepare anything as it is only based on English language and you can't expect what kind of questions appear like mathematics.
Know well about the test pattern. Watch some online videos regarding the strategies and time management. I think that's more than enough
Try to score at least 7 with no band less than 6.5
all the best !!
