The vacancy for IAS varies from year to year as notified by Department of Personnel and Training. So, it cannot be predicted how many vacancies would be there for IAS services. Secondly, UPSC conducts civil services exam not only for IAS cadre but for other services too such as IFS, IPS and other central services (IRS, IRTS, etc.). The IAS is one of the services under the exam.

A career in journalism requires commitment, dedication and sacrifice of personal time for the sake of staying on front or top, particularly in news industry. Options after PCM are plenty. You can choose engineering or a general B.Sc degree in Physics or Chemistry or Mathematics. If you are creative choose architecture. There can be other options like B.Com, BCA B.Sc IT, will depend on your interests basically. Choose accordingly.

You can get branches like civil, chemical, ECE, EEE, etc. so you may get the desired course but not the main campus with this rank.

I think you might get admission in CSE, as your rank is not that bad, but you'll probably have to wait till second cut-off, as this year the rank for General students outside Punjab students is – 19863 and for Punjab students, it is - 40895.
And, even if you don't get admission in CSE, there are many other branches in which your rank well fits and you can get admission. I will suggest, that you pay the fees, but don't take admission, in that case you will get a chance at second counselling. Also, you can take admission in any branch now and change it in second year. But, you'll have to clear a test before that.
