Hi Arun,
You can apply for the loan after you get admission offer letter from the college. Remember that banks don't provide loan for each and every course. It has to be a Bachelor's degree or Master's degree and if it is a well known university, it's good for you. Banks will mostly give you 80% of the fee, the rest 20% has to be shown by you. 100% loan can be given if you are a very brilliant student and you have an offer from a top university like Harvard or Stanford. The loan will be given either yearly or semester wise depending on the university's payment structure. Always check with banks, different banks have different processes

If you are interested in advertisement and PR, BA in mass communication is good for you. By the 3rd year, you get advertisement and PR as a subject. Further, you can pursue PG or Master's degree course.
