Its not the city, but the college and the university that must be prioritized. Prefer an AICTE approved preferable accredited college affiliated to a good university.

Course – B.Sc (IT) is a 3 years (Full Time) regular degree course running in Pathankot Campus & Amritsar Campus (Punjab), approved by Government of Punjab and affiliated to Punjab Technical University, Jalandhar.

Fee is Rs. 34,585 (per annum)
Hostel Fee - Pathankot Campus : Rs. 40,000/-(per annum) and

Admission Procedure - The admission to Govt. seats are made by Punjab Technical University, Jalandhar through centralized counseling. The admissions under Management Quota, are made directly by the management as per Punjab Govt. /PTU norms.

Ganesh with these marks in JEE it is not possible to get admission in good engineering college.
You apply for admission on the basis of your 12th marks in those universities at the earliest where they conduct their own tests too for admission in B.Tech.

Kishan what is best you you only you can decide that. You check this out what interests you more Computers or Designing and constructing buildings. Based on your interest decide your branch.
