Bharti Vidyapeeth, Pune is a "Deemed University" which offers a 1 year distance learning certificate course in French & German languages for students with 10 + 2 background. They also offer Advance Certificate & Diploma courses in the same languages too. (This course will give you the requisite "university recognized" tag).
Alternatively, if you are specifically looking for institutes in Delhi, then you can do a course from "Alliance Francaise de Delhi (delhi.afindia.org)", which is a premier institute for learning french.

If you wish to go for regular studies, then you can take admission (class XI) in any school nearby your location.
If you wish to take a jump and pursue class XII, you can join National Institute of Open Schooling, which is recognised by the Central Government is equivallent to any other board of education.
Also indivuduals from NIOS are definitely eligible to write any entrance exam and opt for their field of interest.
