There are standardized tests you must clear to study abroad, SAT is for undergraduate degree in USA to be precise. TOEFL is the test for proficiency in English language, you would require to demonstrate sufficient English language skills to adjust in an English speaking environment.
SAT commonly is taken by high school students, however there is no eligibility criteria for these tests. You can appear for them, whenever you are ready.

60% is low, but try taking the GRE it might help. A score of 310 and above is good enough. If you have knowledge of German language it will add weightage to your profile. You must also take the IELTS or TOEFL before applying. Since you are in the final year of BE, so try for a high quality final year project. Everything counts, since your grades are low you must work harder to get yourself noticed. Keep other country options open such as Australia.

NCC is not compulsory to join IAF after class 12th. However, if you want to join as a commissioned officer in IAF, it is advisable for you to join NCC. It will help you to build your personality, which will be very helpful during SSB.

If you have scored 80% in 10th, it means you are good in studies. According to me, you should continue your 10+2 and crack JEE Mains and JEE Advanced and pursue civil engineering from a good college.

It is not possible because MBA would need 8-10 hours of studies daily and CA would need 10-12 hours daily. You can't manage both simultaneously.
