CCNA is the starting step towards Networking line for more enhancement u must have to some more Certifications. R u confidant in any of the Server Side Operating System? for what purpose u would like to do CCNA? wanted to go in network line? is that so? wanted to get good job in higher end? am i right? if u want to enhance ur career and knowledge as well why don't u choose RHCE. cos most of the Servers r running on Linux and then u opt CCNA u will be having career in only Network line. Cos Knowing LAN then u know about WAN will give u more advantage. After CCNA u will be only a network person if u do RHCE then u can opt System Admin or Network Admin or Security Admin as well if u have Database knowledge then u can be DBA as well the combination of RHCE+CCNA+MCSE will be good cos CCNA is 80% theory and 20% practical and RHCE is 100% practical after completing RHCE u will feel a lot of confidence as well.
As Cyber Crime is going high Security Specialist is going to be future. For Securing Network u must have thorough knowledge of Network and for securing data u must have thorough knowledge of one Operating System for that U must choose the OS which is running in Industry like Linux, for that u can opt RHCE & RHCSS.

As rightly said by Ankur, German as a language may not benefit much in case of IT or Management by being in India however if you plan to work and settle in germany, then definitely this language would come in a lot of use.
Also in India, learning foreign languages can benefit you a lot in case you plan to get into teaching, embassy or the service sector jobs like aviation, hospitality etc.
Also the course that you plan to opt for should be a result of your self interest and also your set career goals. If you are plainly interested to make a career in a foreign language, then may be you shoud opt for higher education in German language or so and then apply for the several govt / private sector jobs.

Admission Procedure
All candidates have to fill up the admission form and register with a fee of Rs. 100/- before appearing for the entrance test. After receipt of the form, they are informed about their respective test centers and dates. If the candidate is not able to appear for the test on his/her assigned date then his/her entrance test can be conducted at NOIDA campus on request by their respective academic counselors.

Although, the route to become a Political leader, is either through a degree through Political Science or through a degree in social work, but as you have already done Engineering in your graduation it would be difficult to get into politics on the basis of education, so to get into politics as a career I would suggest you to start doing some community work or get attached with some NGOs etc. this will help you and slowly take you on the path of politics as that will help you in networking with various parties, leaders and politicians.
