For studying purposes, France is more affordable. Living expenses can be slightly higher than New Zealand, but tuition fee is less. In New Zealand tuition costs are higher. You can make more comparison by converting them into INR. and see which is more suitable to you. PG course can range from 200 to 300 euro per year. Yes, you can pursue CS Company secretary course also with Law. Along with Law, you can also pursue CA, but I will advise you to go for CS, because course of CS and law is similar, and you will get edge in future, because you are lawyer as well as CS.

Certain universities also admit students with a B.A. Economics (Hons.) degree.
