Generally, there are no such criteria linked to your class 12th result, but yes there is a 2 staged entrance exam held by various designing colleges. In the first stage, you need to clear the General Aptitude test (GAT) and Creative ability test (CAT) followed by studio test and personal interview in most of the institutions. Some institutes like NID also prefers a Portfolio for B.Des programme.

Choosing an optional is a difficult task. One can't choose an optional based on one's academic background.
It depends on the factors like -
Availability of the material
Availability of reliable faculty / mentor with a proven track record. For eg., M. K. Mohanty for Public Administration (Synergy), Upendra's for Sociology (runs his classes in South Delhi), etc.
One needs to also figure out their own way of understanding and interest in any particular subject.

Mostly, students opt additional subject to raise the percentage overall. But many students opt additional subject very specific like psychology, computer science, mass media, fine arts to pursue their passion through that subjects.
