For purpose of 3 year law courses, usually there are options to pursue them from Traditional State universities, wherein a direct admission is granted based on minimum percentage requirements is SSC. Also, there are universities like Delhi universities wherein an entrance test is to be taken by the applicant and based on ranks admissions are granted. Generally, for Indians, they don't require IELTS or TOEFL but its better, you confirm with the university directly.

Check SPP colleges. You are too late for non SPP and other universities. The application starts a year ahead and for most colleges admission deadlines are over. You may still have a chance with SPP. But your IELTS is low for SPP.

The student who would like to join the Course after 10+2 pass or equivalent has to undergo three stages to pursue the Company Secretaries course i.e. Foundation Programme, Executive Programme and Professional Programme.
The student who would like to join the course after passing the graduation has to undergo two stages of the company secretaryship i.e. Executive Programme and Professional Programme.
Foundation Programme can be done after 10+2 pass or equivalent students of Arts, Science or Commerce stream (excluding Fine Arts).
Executive Programme can be done by a graduate with any stream except Fine A
