Every university has its own eligibility criteria to grant scholarships to international students, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, scholarships are competitive and awarded to the most deserving students,at the graduate level you can get funding in the form of graduate assistantships where you work or research with professors. In exchange you may get your entire/partial tuition fees waived, and get a monthly stipend to cover your living expenses. Such awards are very competitive.
Universities abroad consider various factors such as previous academics, entrance test scores, work experience, application documents and so on while assessing an application for admission and scholarships; hence, it is important to have a well-rounded outstanding profile. Such awards are available generally at the Master's level only.

There is no limit of attempt but maximum age permissible for CLAT exam is 20 years. Common Law Admission Test (CLAT) is a centralised test for admission to prominent National Law Universities in India. The test is taken after the 12th grade for admission to graduation (also known as Bachelor's) courses in Law. This exam was conducted for the first time on 11 May 2008 by NLSIU-BAGALORE.

I agree to anjani jha on the eligibility criteria for CLAT. And you can definitely go ahead. To add on, would say that Law Entrance Examinations have become more competitive nowadays. So be careful while preparing for those. You can clear the tests if you go through a systematic preparation.
1. Collect as much previous question papers and work out on them. This will give an idea about the exam pattern and syllabus.
2. Develop the habit of reading national and local news and this will certainly be useful to improve your vocabulary and reading skills.
3. Collect the weeklies on current affairs as this may help you to update your general awareness.
4. Spend at least three or four hours every day to study the subjects.
