Hi Rabin, you can for sure go for a UG degree after a Diploma in Civil Engineering.
Depending on what you have scored you can apply to Universities like : Leeds Univ, Birmingham univ, Nottingham Univ, Brunel Univ, Abertay Dundee univ, Dundee univ
In the UK, UG engineering programs are of 3 years in duration. Courses commence in September and one can not apply directly to the Universities(most of them). You need to apply through UCAS and the last date is 30 June. You have the provision of applying to 5 Universities and UCAS charges GBP 21 for it. There is a small intake in Jan, for which you don't have to go through UCAS and you can apply directly. At least 50% in 12 to get into the bottom ranked university or college. Or if you take the foundation route then you will have to study for an extra year and for that the course will commence in Jan and the main course in sep. IELTS minimum of 6.0 is expected. You need to fill the application online (www.ucas.com) and upload the documents also before submitting the application.
After the you get a positive reply from the Universities you will need to finalise on any one and send them your reply online through UCAS. After which the University will send you a CAS letter when you satisfy all the conditions posed by them.

If you are interested in pursuing MS in USA, you need to have a relevant UG degree, with good academic record throughout, preferably 60% plus (would be much more for top ranked universities)
Secondly you need to take TOEFL or IELTS (need to be taken by all the international students whose first or native language is not English).
TOEFL is of 120 marks, and IELTS is of 9 bands.
You need to score 80- 95 plus in TOEFL or 6.5-7 plus in IELTS. Universities in the USA mostly preferred TOEFL and universities in UK prefer IELTS.
Than you need to take GRE, and try to score 1200-1400 plus in this.

I am posting this message assuming that you don't have any basic knowledge of animation. If you have a computer at home, you should get a basic book on Blender 3D animation alongwith software CD to download. You don't need an instructor to teach you the very basics of animation as this book will take you through a step by step. Though Blender animation software has no value in the job market, it gives you a good grounding when you learn more advanced animation software like Maya, Lightwave, After Effects, Anime or ZBrush in college. Some might think that knowledge in Blender in unnecessary. My view is that, Blender is an inexpensive sofware that anyone with a computer can buy to practice at home. The other softwares I mentioned are very expensive. Make sure that you go through the college syllabus to check whether or not they teach one or two of the following software.Adobe After Effects, Autodesk Combustion, Applr Motion/Shake, Max/MSP, Apple Quartz Composer, VJ Programs, Anime, Flash, Softimage XSI, Maya, Lightwave etc. Information about good colleges are available at www.allaboutanimation.com.
