Hello,
Firstly, grades don't define you. Intelligent students too sometimes aren't able to crack BBA, because all colleges of BBA ask for entrance tests. But, if you think you aren't as good academically, then aim for these colleges/universities :
1. Guru Gobind Singh Indraprastha University
2. Manav Rachna University
3. UPES Dehradun
4. Bharati Vidyapeeth Pune/Delhi
Some colleges admit on merit (class 12th) basis too. But, they are below average like Galgotias University, Manipal etc. which aren't made for you.

I think, 67% is not enough to get admission in B.Sc Hons in any college but still, you should cross check first and if you want to improve your board %, then you can appear for improvement exams if you are from CBSE Board.

The hostel fee depends upon the NIT you are interested to join in or are studying in. It differs from institute to institute. However, there might be fee waivers. The hostel fee includes the caution and furniture deposit, the room rent, mess charge, water charge, electricity charge, etc. It all depends upon the NIT. As such, there is no specific criteria for pursuing M.Com, only 1 thing you need to take care of, is you have to inform this to the institute i.e. ICAI that you are pursuing M.Com along with CA course in form 102. And, you can continue with both the degree.

Different colleges or universities have different exams for BBA. However, the pattern is almost the same everywhere. The pattern is as follows:
* Quantitative ability - Maths upto class 10th for all exams except for some like IPMAT, DU, JAT and NPAT.
Please not that for taking DU JAT and NPAT, you must have Maths in class 12th.
* Verbal ability
* General knowledge / Business awareness
