Yes you can migrate to another college but of the same university. Migration is possible between the colleges of the same university.
Though it is quite difficult to migrate to some different university. However, it is advisable to contact the institutes official to get the exact detail.
It is advisable to contact the institute officials or visit the official website to get the exact details on it.

High ranked Universities require GMAT scores and therefore I would suggest you appear for GMAT to increase your options for quality Universities. However, there are limited universities that do not require GMAT scores and in case you wish to avoid GMAT, you can consider those Universities! Let me know in case you have additional questions!
