You can choose any of the top private college and then there, you can apply under the foreign students quota in that you can get admission in that college but if you want to apply in the government colleges there you have to clear the exam and then if you are qualified in that exam. Then, you can easily get in those universities.

If you are picked up in campus placement by Indian IT companies with Remote Infrastructure Management vertical, you may able to work as Network engineer without certification based on your B.Tech CSE degree but finding NE job directly without certifications may be difficult. Below mentioned are the requirement to get admission in TU Berlin:
1. Previous degree (at least Bachelors equivalent).
2. Internationally recognized English language certificate e.g. TOEFL, IELTS or comparable. The minimum score for the TOEFL is 80 for the internet-based test and 550 for the paper based test. The IELTS examination is accepted with a 6 band score (academic modules).
3. Minimum of one year of work experience mainly gained after graduation.

Hi Aditya,
To apply for German Universities, the students from India must complete 13 years of education. Therefore, you cannot apply after completing class 12th. You should enroll into a Bachelor's degree program and complete the first year with excellent grades or you can clear IIT JEE advance. You must know German language and must clear IELTS.
