Hi,
The eligibility criteria for PhD varies for every institute. However the basic requirement is a Masters degree or an equivalent degree in the relevant discipline.
Some of the institutes conduct entrance exams and some of them require atleast two Research Publications for the PhD programs. Some also require work experience of a couple of years.

Yes, you have to give IELTS exam and make sure that you have score a very good morning. I will recommend you to score above 7 and make sure you prepare yourself well and also, I will recommend you to prepare yourself for GRE if they ask you it might be the cherry on the cake.

The cut off marks varies every year as per the entrance exam.
At both the colleges, admission to all undergraduate courses are carried out through the single window system of the Anna University.
Students can choose the courses based upon the state-wise rank calculated by their marks in Higher Secondary Examination conducted by the Department of Education, Government of Tamil Nadu.
