You don't need to apply for both the forms.

Since you have got a compartment you are requested to repeat the test and no improvement form need to be submitted.

You just apply for RT that is enough because you need to clear the compartment and then if you clear so you can go for improvement in next year.

The cutoffs ranks of each college changes every year based on the reservation category, available seats and branches selected.
