No not eligible in most of the good institutes, further GGU has stopped enrollment under distance education. The department of dist. edu. is closed. All the degree colleges affiliated to GGu are no more it's affiliates they are now re affiliated to Bilaspur university a newly formed state university. GGU has been upgraded as centrally funded university only with in house teaching departments.

for doing Mtech you have to clear MSC or MCA , and Mtech through distance mode is not valid in India ,university can provide part time course but not correspondence course

Just to be clear University of Pune and College of Engineering, Pune are not the same thing :)
and the admission process for the two are separate.
The admission notification for the lateral entry to four year degree program will be out in a week or two, so keep an eye on major newspapers.
and regularly visit site of Directorate of Technical Education (DTE, which conducts the centralized admission process for university colleges)

The autonomous colleges like COEP, VIT, WIT, sangli, SGGS, nanded etc. conduct their own cap and you have to apply for those separately.
