How much you earn depends majorly on your current qualification, knowledge, the region, area of work and so on. In larger cities such as Munich the earnings will be higher so will be your living expenses. A rough estimate would be around 6 to 10 euros per hour. Remember the limitations you need to follow as an international student, you cannot work more than 20 hours a week.

The cost of living in Canada depends on which province your college will be located in. Big cities are obviously expensive to live in, while smaller towns are cheaper. So if you have a college or province in mind, please mention it so it gets easier to answer that question.
You can get a part-time job in Canada while pursuing your course. On a student visa, you will be allowed to work for 20 hours per week after your classes finish for the day. Here is an article which talks about part time work rules in Canada
