Hi Deepak,
PCS stands for Provincial Civil Services. PCS exam is held for the recruitment of candidates for the civil service posts of that particular state. These posts are under the control of the State government and one can not be transferred to another state once recruited in PCS.
Eligibility:

Transfer from college to college or university to university is possible. The procedure for transfer from one College to another is:

As per the insights, JIIT is said to be better but in my opinion NIT is NIT be it in Mizoram or Delhi. Moreover, some factors do play a role but if u have enough talent u can succeed well. Afterlife is more important.
