Yes, they do consider class 12th marks, but to get selected for DU, you need to score well in JEE Mains. Admissions are done on the basis of class 12th and JEE Mains result. But, getting selected for that college is to qualify/ get a good result in JEE Mains.

Please elaborate your question and specify gap and number of years, if there is 1 year gap between your 12th and admission then it won't be a problem and no certificate will be asked for. Otherwise, very few colleges ask for a gap certificate.

It can't be equivalent to the completion of the course because the degree is given at the end of 3rd year. Completion of the course is must to get the degree of a particular course.

To give the IIT JAM exam, 3 years gap will not any hurdle.
Yes, you or anyone can still give an exam with a gap after the bachelor's degree programme. But if you clear the TIFR exam then they might ask you for such a long period of gap after the Bachelor's degree programme, ( during the interview ).

I believe that it is the College or University Life, which actually teaches such things because you also get to do such even management and more. I shall suggest that you can do class 12th with any stream, be it Science or Commerce or Arts. However, the best Option is Commerce or Arts, so that you have time to develop your knowledge, personality and interest in management of events.
