Firstly the question arise is whether you can clear the CAT or not. Secondly once you clear the cutoff for IIMU. You can very well get a chance for WAT/PI. With your profile its very difficult to predict your chances as you don't have CAT score.

This is the common dilemma faced by engineers to chose between M.Tech or MBA. Both M.Tech and MBA are good career options after engineering graduation degree. M.Tech will make you a specialist in chosen field and you can make career as a technologist. You may seek admission in M.Tech if you are technically inclined. If you are not technically inclined then you may opt for MBA and become a generalist. Currently scope of MBA is wider but slowly industry has started paying good salaries to technologist also. Germany is an excellent option for M.Tech. USA will be a better option for MBA abroad.
