Hi,
If you are talking about Indian Institute of Management (IIM), there is no branch of IIM in Delhi. In all there are 9 IIMs and none of it is in Delhi.
However, if you are talking about International Institute of Management, Although, IIM Delhi does give 100% placement assurance but more then the Institute it depends on an Individual, what kind of job and pay package he could get. As every Individual is different so is his capabilities and caliber to perform so, it would be difficult to comment on the salary package one can get after MBA from IIM Delhi.

IGNOU is much better than Sikkim Manipal due to following reason:
IGNOU Updates its syllabus regularly
It is very tough and you need to do constant project and solve assignment
Sikkim Manipal exam is very easy and can be passed easily so technically you may not be that strong enough

Times Business School offers it, course fee: 05 Lakhs approx, degree from Guru Jambhleshwar University and another university in UK- Not highly recommendable

I can just tell you out of my experience that i think you should always choose a course which makes you more industry employable. That Ways I believe that a course like Dual MBA is definitely better than a PGDM both in terms of industry recognition and job prospects.
At the Delhi business School where currently I am a student at is definitely one of the best Schools for MBA.
