Although it is important for you to pursue Graduation so to be able to look for better career opportunities and also Sikkim Manipal University is also a good option from where you can pursue this course but the decision has to be yours and this you should take on the basis of your interest and career preferences.
You can opt for this prodegree and then later can go for a Masters in a similar specialization like MBA in supply chain OR you can opt for a simple graduate degree and later Masters in Supply or logistics; either of the options are good. SMU is a recognized University to offer distance courses and you can definitely opt for prodegree from the same.

No, you can not sit for MAT as you need to have cleared your HSC to be eligible to sit for MAT. Advisable is that you should try and complete your HSC through NIOS and then plan your MBA. However, even after clearing your HSC it wont be easy to get into a B-School as you have to clear various stages - Entrance test, Group discussion, Personal Interview. If you clear first two stages in the third stage i.e. personal interview you will face question through admission committee about your higher secondary education as in why you have not completed you HSC before graduation why you did graduation through correspondence and if you would be able to give satisfactory answers to such questions you may get admission
I would like to add here that after completing your HSC through open schooling you may become eligible to sit for MAT but not all the B-Schools will accept you with 49% marks in graduation.

I would request you to mention your complete educational background while putting up a query. However, you can opt for a diploma or a postgraduate diploma programs in Finance Management or Rural/ Urban Management or can opt for risk management and financial analysis courses. You can also opt to appear for finance certification exams like CFA, CFP etc.
You can look at Institutes like Amity (distance education), IIF, and University of Mysore. You can also try with Asia & the Pacific All India Institute of Local Self Government.

There are not many universities that offer Ms in MIS. Infact, whichever universities offering this degree are not very well neither in Canada or in the world. I would recommend you to apply for the same in US:

Since you're planning to do management in information systems, it would be recommended for you to take the GMAT and target a score of 700+. If you are still inclined towards GRE, then you should retake the exam and target atleast 1200+.
