No, you can not sit for MAT as you need to have cleared your HSC to be eligible to sit for MAT. Advisable is that you should try and complete your HSC through NIOS and then plan your MBA. However, even after clearing your HSC it wont be easy to get into a B-School as you have to clear various stages - Entrance test, Group discussion, Personal Interview. If you clear first two stages in the third stage i.e. personal interview you will face question through admission committee about your higher secondary education as in why you have not completed you HSC before graduation why you did graduation through correspondence and if yo

However, you can opt for a diploma or a postgraduate diploma programs in Finance Management or Rural/ Urban Management or can opt for risk management and financial analysis courses. You can also opt to appear for finance certification exams like CFA, CFP etc.
You can look at Institutes like Amity (distance education), IIF, and University of Mysore. You can also try with Asia & the Pacific All India Institute of Local Self Government.

There are not many universities that offer Ms in MIS. Infact, whichever universities offering this degree are not very well neither in Canada or in the world. I would recommend you to apply for the same in US:
