Hello,
In such a case you should contact NTA officials as soon as possible. The UGC NET Dec exam is scheduled from 2nd Dec to 6th December. The Admit card for the exam was released on 9th November 2019. The NTA has released a helpline number in case the candidates have any issue. You may call the NTA officials at 0120-6895200. The NTA earlier provided a facility to make corrections in an application form if you have made any mistakes in the information. You question lacks clarity, there are two ways to interpret your question, either you wish to change course from your current course or your are seeking lateral entry. For the first scenario you would have to get approval from the college, but I doubt weather they will let you skip 1 st year, in the second scenario there's a 50-50 chance, but you would have to contact the college for that.

I have no information regarding which nits are selected for this programme by IIT Delhi. But, there are some points you should focus on :
1. Students will be required to spend a minimum of six months or complete a project with the IIT during their last year of B.Tech before they can start with their Ph.D. programmes.
2. NIT students, who have a CGPA of 8 and above in their third year and are interested in research will be able to get direct admission in IIT Delhi for completing their final year here. After that, they can continue to pursue their Ph.D. in the institute.

Students who are enrolled under National Institute of Technology will have to score a CGPA (cumulative grade point average) of 8 by the end of their third year (6th Semester) of the B.Tech programme will be able to sit for an interview round, which will be the deciding factor for admission into the Ph.D. course. USA is a hub of STEM programs, thus there are ample of universities that will offer you Computer Science courses. Universities usually have specific scores that they need in a particular section in the GRE exam. I personally visited Edwise for counseling and they gave me a good idea of the scores I would require. You could visit them.
