Yes, you can apply for IBPS Bank Exams. You only need a graduation degree to appear in IBPS Exams. But along with this, you also have to satisfy all the other eligibility conditions required to appear in the exam. You can get admission in top colleges, there is nothing like you have to get 99% in UG. So, if you don't get into IIMs, you can get into Amity, SMU and Symbiosis are the top colleges.

The usual cut-off for CAT in FMS, Delhi is about 98.5 percentile. However, with weightage for academic scores being introduced this year it is going to be difficult to predict. I'd advise you to try and score in excess of 99.75 percentile to improve your overall chances.
