-there are some university which provide M.E. and some provide M.TECH.
-the only difference is in the syllabus i.e. M.TECH has more of industrial training syllabus.

Students can join a CA program after graduation. There is no restriction in terms of age or percentage secured.
Following is the procedure:
* Register/Enroll for Integrated Professional Competence Course (IPCC)
* Complete 9 months of Study Course.
* Complete 100 hours of Information Technology Training (ITT).
* Complete Orientation Course (35 hours spread over one week).

If you are younger then you should join some institute as a regular student and leave the job. If you are not able in leaving your job due to some problem and/or you are old enough to join regular courses then you can do AMIE (India) in Mechanical Engineering which is open for 12th standard passed outs also. You can also have knowledge about AMIMechE program of IME (India) from the internet.
