CA(chartered accountancy) is a distance course.there is no college for this.its an open school degree.you just have to go and give the exams.you can join any private institute for coaching of examinations.all the best!

Actually I am a first year guy from electrical dept. so I am junior to you but to inform you about the information that I have I am answering. You can try for IAS but being from non-core branch your subjects selection will be a little bit difficult. Yes you are right about priority in Govt. jobs to GATE qualified applicants. Regarding jobs you can apply as system manager in every govt. office and many PSUs and BSNL, Bank technical officer, CBI, Navy, Railways, Army, Air Force etc. You can know more by visiting http://www.freshersworld.com/jobs.
