Hello, this will depend on the language of instruction of the program. So you need to check whether the program would be English taught or German taught. If it is an English taught program you must take IELTS irrespective of a German level score. In case it is a German taught course there is no IELTS requirement. Would still suggest you check university and DAAD website for details.

If your diploma course in engineering is recognised by the state council for technical education and AICTE and is considered equivalent to a polytechnic diploma then I don't think there is any problem.You are eligible for junior engineer's post. All the best.

The previous non-IAS RBI Governor was Bimal Jalan, whose almost six-year stint ended in 2003. Before Jalan, C. Rangarajan was the Economic Advisor to the Prime Minister and before him S.Venkitaramanan, and R.N. Malhotra were also IAS officers.
