Yeah, you can definitely take an education loan to study at LPU. From what I've seen, LPU has tie-ups with banks, so once you get your admission letter, you can apply in banks like SBI, PNB, or others with documents like admission proof, fee structure, and your academic records. The bank then checks eligibility and approves the loan, and repayment usually starts after your course (with a moratorium period).

May be, it will be valid depending upon counselor. Some of the counselors understand some couldn't. But, you must be prepared with the OBC certificate published by WBJEE board for not being disturbed at the time of counseling.

Hi Mani, PG Diploma programs in mechanical engineering is difficult to find in Canada. PG Diploma is suitable if you are looking for a fast track career option, mostly based on practical courses and applications. MS programs are research oriented, if you want to get into RnD MS is suitable for you. With 7.2 CGPA, admission in a MS program is challenging. If you take PCMB then you can go for any of these fields because then you will be able to fulfill the eligibility criteria for both medical fields and non-medical fields. But, I would still suggest you be focussed about which field you would like to join.
