Aman, B.Tech is a better option as it is a professional degree/ course where as B.Sc is not professional but it is a simple degree.
B.Sc it's all about fundamentals of computer Science stuffs like OS, Architecture, Basic programming.
B.Tech, in addition to above, you will learn to use and create apps using various aspect of technology.
While developing these, you will learn various other factors like Efficiency, Data Structure and Algorithm.

what's the meaning of BiPC ? if that's stand for Biology Physics and Chemistry then without mathematics you cannot pursue the JEE or equivalent so you can't do Btech. but nothing to worry about it. if you are interested in Computer Engg then you can pursue BCA + MCA . MCA is equivalent with Btech CSE.
You pursue BCA only when you have computer sci/app as you 4th subject in 10+2 level. if you don't have computer in 12th. you may go for Diploma in CST after Diploma you can pursue Btech in CSE.
