If you wish to stick by the CA profession, forget the former since with I.P.C.C, you'll not be eligible for any study or work as it involves regular hours for article-ship.
If the global opportunity is worth it, then you may go for the dual degree. Make the choice keeping in mind your personality, aptitude, ability, strengths and career goals.
