If you want to join IRS, you need to give UPSC Civil Services Exam.which is conducted once in a year. the eligbility are:
Qualification: Any Graduate
Nationality: India
Age: General : 32 years (SC/ST/OBC and other category relaxable as per norms)
No. of Attempts: 6 (Gen), 9 (OBC) and no limit (SC/ST)
The exam is conducted in two stage: CSAT (i.e. prelims) and Mains
CSAT : Paper I and Paper II
and once through with Prelims .you need to give Mains
and then the GD and Interview.
You need Patience and Perseverage.start from reading ncert books from 6th.onwards.and build General Studies base.and join a institute late for coaching.

Below is the eligibility and admission procedure for pursuing MBA in Oil & Gas Management in University of Petroleum and Energy Studies, Delhi is mentioned below:
Eligibility
Students must have acquired a minimum of 50% marks at Higher & Senior Secondary level (10th & 12th)They must also possess an engineering degree with relevant industry requirement with minimum 50% marksOR
Should have a B.Sc.(PCM) with minimum 50% marks from a recognized University
Admission Procedure
For MBA Oil & Gas/Power Management/ Energy Trading/ Logistics & Supply Chain Management/ International Business: Students having minimum CAT score of 75 Percentile or GMAT Score of 600 or MAT score of 80 Percentile will be exempted from UPES Management Entrance Test and will be called for Group Discussion & Interview only
On the basis of information in the application form, admit card of provisionally eligible candidates will be uploaded on the website
Candidates are required to download the admit card accordingly
The duly completed download admit card with photograph affixed (duly attested) in the space provided will have to produce at the allocated test centre
Candidates without the admit card or card without the photograph will NOT be permitted to take the test
In event of less candidates meeting this requirement, the remaining seats will be filled through UPES-MET
Upto 50% seats shall be filled through National Level Test Category
In case candidates for such seats are not available, UPES has the right to fill these through any other means
University also reserves the right to conduct further physical (Paper test)/Online test for admissions in the month of May'12 or June'12
Please Note: For all MBA, Candidates appearing in final year qualifying examination are also eligible to apply provided they submit the proof of their eligibility before the time of admissions
Many institutes offering this course conduct their own entrance examination. So admission procedure and eligibility requirements may vary in different institutes.
