This is not legal for asking about 4 years full fee payment in advance for issuing transfer NOC for 2nd year. No one college has the right to collect the whole fee in advance on account of transfer of a student. Please write to UGC or University regarding this.

You can choose open learning, there are many colleges where you can take admission by online way and by going there once or twice , then you just have to go there for giving exams, this system is called open learning . You have not mentioned about the 12th marks. However if you are from Maharashtra and scored above 85% in 12th than can be hope for Sir JJ College of Architecture against your NATA score.
