Yes, it is compulsory,you are paying mess and hostel fees. Now if you don't want to stay, take permission from authorities, but you have to pay for mess and hostel whether you stay or not.

You can't do join honours in maths and computers both. Either you can go for maths honours or can go for computer honours and then you can take the other subject as an optional subject, but the main subject will be the subject you are doing the honours in.

I don't think that you can go for a full-time course now, but if you want to do it through distance then you can do it from IGNOU (Indira Gandhi National Open University). It's one of the best universities for distance learning.
