Hi Balu,
Since you have interest in both the branches, and you are considering RVCE, then it's highly preferable to opt for CSE there because RVCE is India's one of the finest private colleges for CSE and as Banglore is the IT hub of India so you will get more exposure and better job opportunities accompanied with good packages in the field of CSE there as compared to mechanical engineering.
But in the last, it's up to you, choose the field towards which you are inclined more.

If you are looking at the merit seat, then you will have to submit your 12th marks card, NATA marks & JEE marks to your Local Examination Authority who will issue you a rank card, based on which you can select your choice of college.

Hi Kishan, you can apply if you meet admission requirements. It will be difficult to gain admission in a university but you can check colleges like Humber, Seneca, George Brown, Fleming, etc. You can also apply under SPP programme. Take your IELTS too. Check college websites for admission requirements and apply.
