With 15 years of education i.e. 10+2+3, UK would be the best study destination for you as in order to pursue masters degree from universities in Canada you need to have 16 years of education i.e. 10+2+4
For your reference find below some of the finest universities in UK offering masters degree in computers and related fields.

Saying that a particular college is best is quite a strenous job in my point of view.Now according to your query for CIVIL ENGINEERING you can either consider KIIT or AMITY,Noida. LPU is not a good option (i have heard many negative things about LPU).LNMIIT is not as good as compared to KIIT or AMITY.Rest depends on your ranking and fees preference though i think that both the fees of KIIT and AMITY will be in the same range

For any UG course,you need to be atleast 12th pass with min. 50%.and upto my knowledge there is no course in NIFT after 10th/i.com.but there are many short term courses which you can look for.
