Dear Sangita,
I do not think you will be able to do so as the gap is more than 4 years after your last academic qualification, you may apply and try to any University which does not charge you application fee so no cost involved, however chances of rejection are very high.

Both CSE and IT are similar branches. Syllabus of both branches overlap by 80 to 90% in various universities. CSE is more rigorous degree in comparison to IT because of emphasis on theoritical concepts. IT has more emphasis on Application development. CSE closes at higher ranks in any university in comparison to IT. Therefore, acedmics competition will be higher in CSE batch in comparison to IT batch in same university. Allthough there is no justification, Indian IT recruiters prefer CSE student over IT students.

You have a lot of options to go for after 12. If you are good at technical knowledge of sciences than i would suggest you to go for engineering. You also have other options like event management, Mass Communication, Journalism, Fashion/Interior designing. It will be your call that which one you want to go for. The city or the state doesn't really matter when you wish to pursue a college, just make sure you have got good colleges there which can provide you with the in depth knowledge about your course and can train you well.
