You are interested in both Biotechnology/Bioinformatics and CSE/IT/AI-ML.

My recommendation

I would suggest you choose B.Tech Biotechnology or Bioinformatics rather than taking CSE/IT/AI-ML in a low-tier college.

Here's why:

With 61 percentile in PCM, getting a good CSE/IT/AI-ML seat through MHT CET is difficult. You may have to settle for a lower-ranked college, where placements are often limited. Top engineering colleges generally require much higher percentiles for CSE-related branches. 

With 89.5 percentile in PCB, you have a much better chance of getting into a good Biotechnology or Bioinformatics program.

Final advice

Since your PCM percentile (61) is much lower than your PCB percentile (89.5), I would not recommend joining a low-tier CSE college just for the branch name. A good Biotechnology/Bioinformatics programme from a better institution is likely to provide stronger long-term opportunities, especially if you're open to higher studies or interdisciplinary careers.

I did my studies at GIBS Bangalore, so I'm sharing this from my personal experience. Bangalore has a huge number of colleges and students have plenty of options to choose from. Even with so much competition, I feel GIBS has built a good reputation and is becoming a popular choice among students.

One reason is that students don't just sit in classrooms all day. There are opportunities for internships, industry exposure, workshops, guest lectures, campus activities, and overall skill development.

Honestly, Bangalore is filled with colleges, but what stood out to me about GIBS was the exposure and opportunities available throughout the course. That's one reason why I see more students considering GIBS every year. 

Do not choose IIT Delhi with low JEE Rank. Right BTech branch is important for a successful fast-tracked engineering career such as software developer, data scientist, or tech entrepreneur. Choosing a less popular engineering branch just for an IIT tag is often proved as a bad decision due to less placement opportunities.

Choose IIT Tag over a popular BTech branch in a private university only if you are interested in the core subject you are getting or want to pursue higher studies in the same field.

According to Shiksha counselling data, 85% of candidates appearing for JEE Mains choose private BTech colleges to fulfil their CSE engineering dream.
