While, Australia and New Zealand have always been at the forefront in this sector. However, mostly at the under graduate vocational Education level.
You will find some good quality Master's program in both Australia and New Zealand, and both country presently have work permit options leading to PR.
Switzerland offers one of the finest choices as far as Hospitality Education is concerned, but may not serve your PR aim.
Canada also offers excellent programs in this field, but with quite a limited choice if you are seeking direct Masters, though good ones. If you are open to PGD programs then the choice will widen.
One advantage that Canada currently has is the favourable immigration policy and programs in this sector that have active internships or Co-op term.
So all the three countries will fit your requirements. So further shortlisting will depend on factor such as Finance, ability to show funds, who is going to be your sponsor, your academic percentage and so on.
