It may be difficult to find this course at MAsters level in Australia. Am sure you can find this course in Nz at a much lower cost but again not at Masters level but at Diploma nad grad Diploma.
AS you are a graduate going for a Diploma will be way below your qualification. So I would advice for a Grad Dip in Highway Engg at wEstern Institute of TEchnology, Nz.
You do not need to appear for GRE. Just appear for IELTS or TOEFL. A minimum of 6 and preferably a 6.5 will be good to satisfy the English language requirement.

2. In the GRE, words can come from any subject. So, pick up difficult words from either the Internet or the dictionary. Don't make a random list. Put the words in groups based on a common association. Review the list every day. It is better to make the list in your own writing so that you memorize the words even while writing.
