Actually, there are plenty of such academies named after the late prime minister of India Rajiv Gandhi in different places in India. If you had mentioned the name of the place I would have given more definitive information but it's ok. Admissions for BSC in AME is based on the marks obtained in the class 12th exam. Though some institutes conduct their own entrance. You have done your diploma hence you must seek and obtain equivalent to 12th certificate from the institute from which you have done your diploma. No a student who belong to Bihar can not appear in UPCATET exam. As according to UPCATET eligibility criteria:
A) Such students who are living in UP from the last 5 years and have completed the required qualification from state only.
B) Such citizens of India whose father’s residence or place of origin is UP and he/she also belong to UP.
C) Such citizens of India whose father’s residence or their residence is not from UP but they acquired and have been living in the state for 5 years.
