Eligibility:
(a) The candidate should have passed or have appeared in March/April 2015 in Senior

58 is too low a score to secure a seat in a government reputed college. However, you may appear for other entrance exams and secure a seat in a reputed institution.

You are not eligible on the basis of JEE marks.
I recommend you to appear for LPU NEST exam, by this you can get the benefit of last year fee as well. The exam is not tough.
Also LPU provide scholarship on the basis of 12 percentage.

Dropping an year is not a good idea. I recommend you to check for admission in private universities and side by side you can prepare for your JEE, and what ever will be taught in first year will make you prepare for JEE too. In case you will not able to qualify JEE in next year, you can continue your studies in second year, by doing this your time will be save and you will avoid risk too.
There are lot of good private universities which offers admission in B.Tech.
-NIT's
-BITS Pilani
-Thapar University
-Lovely Professional University
LPU provides good scholarship schemes do confirm for that.

In which country you want to apply. You have to clear IELTS / TOFEL. Then apply for atleast two good universities abroad they will send you the letter and then you can proceed with your formalities of visa application.
Beside this there is an other option. Check for universities in india which offers credit transfer option, this means that you can do half of your degree in india and rest half in abroad and you will degree of abroad university. Check this option for Osmania University, Harcourt Butler Technological Institute, Lovely professional University. check for scholarship in LPU too.

Yes, there's a dress code in place. Jeans and informal apparel are prohibited, as well as sleeveless tops for ladies. Formal attire of any kind is appropriate. Moreover, on mondays, girls are required to wear sarees.
