You can get admission in ALITS through management quota, because you have missed AP EAMCET. The management quota fee structure is solely depends upon the management. However regular course fee for B.Tech CS is about Rs 60000 per annum. Further, the eligibility criteria for course is class 12th passed with PCM with minimum 45% of marks.

A difficult choice. Germany is a well-known destination for mechanical engineering, it's a hub. But admissions are very difficult so is Canada particularly for MS programs. Germany is cheaper. If you have very good academics plus strong projects and overall strong profile, you can try applying to Germany. I will rather suggest you to 2-3 universities in both countries. Find out about work permit options and overall budget. Compare and finalize likewise.
